Leeds City Council is working with the Football Foundation to renovate and develop multi-use games areas (called PlayZones) across the city. PlayZones are safe, inclusive and accessible outdoor facilities that bring communities together through recreational forms of football and a range of other sports. As part of the application process to Football Foundation community engagement needs to take place for all proposed PlayZone sites. Leeds City Council will be working with community organisations and individual respondents in the city to undertake this engagement process so we can build an understanding of what the people in our communities want and if there is local support for the PlayZone opportunity.
The data controller for this project
Leeds City Council is the data controller for all personal data you provide as part of the consultation engagement.
The data we will collect
The type of information we collect depends on the type of consultation or engagement activity we are undertaking. The information we collect during the scheme will include:
- Age, gender and gender re-assignment
- Race, ethnicity or nationality
- Information relating to your health, wellbeing and disabilities
- Any personal data you volunteer by way of evidence or example in your response to the consultation

Why we process your data
We will use your information to:
- To understand the local communities views on the renovation and / or development of PlayZones in Leeds
- To understand if there is local support for the renovation and / or development of PlayZones in Leeds
- To address local community needs relating to under-represented groups in relation to the development of PlayZones.
- To comply with a legal duty (Local Government Act 2000) to consult across a number of areas.
- Undertake research, analysis and produce statistics, for example, the types of individuals and groups participating
- Develop a summary engagement report for the Football Foundation which will inform the next stage of the PlayZone application process.
All information collected during the scheme will be treated in strict confidence and in accordance with the requirements of the Data Protection Act 2018 and UK General Data Protection Regulation (UK GDPR). The data provided by you will not be used for any purpose, other than for this scheme. Personal information will be anonymised so individuals cannot be identified in reports or other publicly available information. We will use any special category information you provide to see how representative the feedback is of the local community.
Legal basis for processing
We are allowed to process personal and sensitive data for the following reasons under the UK General Data Protection Regulation (UK GDPR) and the Data Protection Act 2018:

Withdrawing your consent
You have the right to withdraw consent - to the extent that the legal basis of our processing of your personal data is consent. Once your personal data is anonymised/aggregated along with other data we collect it will no longer be possible to identify any personal identifiable information or withdraw your consent.
Data retention, storage and destruction
We will only retain your personal data for as long as is needed for the purposes of the consultation, maximum 18 months after which it will be securely destroyed. Once consultation is complete we will retain only the outcome of the consulation (report) for a period of 6 years. Where we are required or it is appropriate to do so, at the end of the retention period, we will archive any relevant information which we are required to keep by law or otherwise.
Who we can share your data with
If you respond to the consultation using the online survey, your information will be collected by SmartSurvey and the Smartsurvey QR code generator, our data processor. You can find out how they use your information, at https://www.smartsurvey.co.uk/company/privacy-policy
If you respond to the consultation as part of a face to face community engagement session your information will be collected by Community Partners, as data processors.
We will share your data securely with internal colleagues who work within ActiveLeeds. Additionally, we will share non-identifiable information (anonymised) with organisations who have a direct interest in the Leeds PlayZones Consultation scheme, for example:
- The Football Foundation (funding body), they will receive an engagement report that summarises the findings from the community engagement. This report will not include any personal data.
- Likewise Community Partners will also receive a copy of the report and its findings. This report will not include any personal identifiable data.
- Playzone Consortia partners will receive a copy of the report and its findings. This report will not include any personal identifiable data.
If we plan to share responses with other bodies, we will make it clear on the consultation documentation.
Automated decision making
Your data will not be used for any automated decision making, including profiling.
Your rights
Your principal rights under data protection law are:
- The right to access - you can ask for copies of your personal data
- The right to rectification - you can ask us to rectify inaccurate personal data and to complete incomplete personal data · the right to erasure - you can ask us to erase your personal data
- The right to restrict processing - you can ask us to restrict the processing of your personal data
- The right to object to processing - you can object to the processing of your personal data
- The right to data portability - you can ask that we transfer your personal data to another organisation or to you
- The right to complain to a supervisory authority - you can complain about our processing of your personal data
- The right to withdraw consent - to the extent that the legal basis of our processing of your personal data is consent, you can withdraw that consent

When your data gets sent to other countries
The information you provide will not be transferred to another country outside of the UK.
